First Nations residential and community buildings – Diagnosis and findings

In 2018, we participated in the Quebec-First Nations Energy Transition Committee aimed at implementing concrete measures adapted to the First Nations context via an action plan. The committee began by conducting an energy diagnostic of First Nations residential and community buildings in Quebec.

This diagnosis provides an overview of the current situation of the buildings and covers :

• The demographic and geographic context of First Nations
• Community property management
• Characterization of the communities’ housing stock
• Their energy portrait
• Financial assistance programs
• Existing laws and strategies
• An overview of inspiring energy transition initiatives in Quebec and elsewhere in Canada

Lastly, the diagnosis sets out the findings, challenges and obstacles limiting efforts to improve the energy efficiency of buildings and reduce GHG emissions.

It is by no means exhaustive, and remains global in order to best present the reality of the various First Nations communities in Quebec. It does, however, highlight the main issues that need to be addressed to ensure the energy transition of First Nations residential and community buildings.
